The 12th International Conference on Computers Helping People with Special Needs will be held at the Vienna University of Technology in July 2010. Over the last decades the advancements in Assistive Technologies (AT) and Information and Communication Technologies (ICT) have significantly influenced the life of people with disabilities. According changes in awareness and understanding of disability as well as social and legal frameworks, driven by Disability Rights and Independent Living Movements led to what is known as eAccessibility, Universal Design or eInclusion. The more ICT and AT increases, people with disabilities are enabled to take part in almost any area of life, and eInclusion and eAccessibility become a common responsibility of mainstream ICT development. In 2008 ICCHP summarised this process in the equation “equality = eQuality”. “Equality”, equal access and, therefore, equal chances in society are dependant on “eQuality”, the quality of systems and services in taking the needs of all users into account including those with disabilities. Interfacing the existing and emerging Human-Computer Interface is and will stay a key issue. The progress is remarkable. ICCHP 2010 wants to highlight this progress and achievements and plot a R&D-roadmap towards such challenges, which will ensure even higher product and service usability. User involvement and user centred design are the underlying general topic of ICCHP leading to an interdisciplinary discussion of all stakeholders in the value chain that allows social innovation in the information society. All this future oriented work must not make us forget the work in the past. ICCHP 2010 will make a special emphasis on the history in AT to value the work done, to avoid re-inventing the wheel and to learn from successes but also failures of our ancestors. ICCHP once more wants to be the platform for such a holistic approach to ICT/AT innovation to increase the quality of life of people with disabilities. Come and get involved! Conference Topics: ICCHP by its nature has a wide area of topics and a future oriented mission. The following list, therefore, is not exhaustive and should motivate to get involved: (e)Accessibility & Usability discusses possibilities to overcome and avoid barriers for people with disabilities in existing and evolving ICT and consumer electronics. (e)Aging and Gerontechnology presents innovative systems for helping elderly people to maintain their autonomy. How such systems can be designed for persons who are not familiar with technologies is part of this topic, too. Assessment and Profiling proposes methodological approaches for anticipating or evaluating the impact of ICT/AT. It also discusses concepts and techniques for evaluating capabilities and needs of individuals. Ambient and Assisted Living will discuss the potential, accessibility and usability of emerging technologies, e.g. embedded systems, smart homes, intelligent interfaces, mobile computing. Assistive Technology focuses on increasing the quality and availability of assistive devices for independent living, communication and inclusion. Augmented and Alternative Communication (AAC) intends to include progress in traditional methods of helping people who find it hard to communicate by speech or writing but also new approaches like “silent speech”. Design for All highlights the role of ICT/AT for a more free and open access to the built environment, e.g. architecture, traffic, housing, public buildings, work place. eGovernment highlights the eAccessibility of Internet based services. eHealth - Medicine and Care encourages synergetic aspects of ICT/AT for diagnostics, care, therapy, training and rehabilitation. eInclusion, Policies and Legislation supports the discussion of legal, organisational and structural contexts, possibilities of funding and evaluation programmes for experiments and models at a global and national level. eLearning - special and/or inclusive – illustrates new dimensions opened by ICT/AT for didactic and methodological settings. The qualification and the training of people involved in these pedagogical, psychological and social fields have to correspond to these demands. HCI and Non Classical Interfaces will explore aspects of accessibility and the potential of emerging developments in Human-Computer Interaction like sensor based interaction, virtual environments, wearable computing, sensor based interfaces, user interface automation and adaptive interfaces. History in AT gives a special focus on the founders of our discipline. Only fields with a history may have a future. By giving attention to the excellent work of researchers in our field we should avoid reinventing the wheels. Or, as Sir Isaac Newton put it after Bernard of Chartres (1130): “Pigmaei gigantum humeris impositi plusquam ipsi gigantes vident - On the shoulders of giants also pygmies can see more than the giants themselves”. Labour Market Integration proposes approaches ameliorating the career of people with disabilities and learning difficulties by applying ICT/AT. Possibilities to qualify users and professionals and to optimise labour market integration services are discussed. (e)Service Delivery and Social Innovation covers all aspects (human, economical, organisational and management) involved when implementing concrete services resulting from technological innovations. ICCHP discusses ideas and concepts of social innovation exploring the full potential of ICT/AT. User centred Design and User Involvement will underline the importance of involving end users in all steps of R&D towards application and present strategies, methods and experiences for a more user driven R&D agenda. ICCHP 2010 is open to visionary ideas and future oriented thoughts – a floor for your visions! Call for Contributions: Full Papers and Short Papers ICCHP publishes its proceedings in the acknowledged Springer Lecture Notes in Computer Science. Papers (8 pages) and short papers (4 pages) will be presented and discussed in time slots of 20 to 25 (papers) or 10 to 15 minutes (short papers). Authors are asked, in order to allow a fair review process, to submit well-elaborated extended abstracts (2-4 pages) not later than February 1, 2010. The best contributions will be presented in a plenary session of ICCHP. ICCHP will cover participation and accommodation costs.
